As per art. 4 of the Guidelines, all subjects formally constituted and having a legal personality can apply to the call for ideas. Therefore, an individual person, even if self employed or individual company cannot apply. Participation can take place in the form of a single organization with legal personality or in an aggregate form, therefore multiple organizations each of them with legal personality. In the latter case, as explained under art. 6 of the Regulation, you are required to fill in Attachment 4 (which can be downloaded by selecting the legal form “of grouping/aggregation of which it is the leader/group leader” in the participation form”) suitable for identify the subjects part of the group and their lead subject. The establishment of a temporary association of professionals is not required.
Is it possible for a formally constituted associated architecture and/or engineering firm with its own tax code and VAT number to participate in the competition?
As set forth in article 4 of the Regulation, may participate in the Competition subjects formally constituted and having legal personality. Therefore, associated
architectural and engineering firms if, as might be expected, they have legal personality, are allowed to applicate.
If a school intends to participate, is it necessary to present a single project or is it possible to send multiple proposals (e.g. one for each class)?
As set forth in art.4 of the regulation, it is not possible for a single legal entity (like a school) to be proposer or participant of several proposals. If this happens, none of the proposals in which the same organisation is present will be considered admissible.
It should be noted that it is not in itself excluded that a single proposal may contain several development perspectives and thus compose an idea consisting of different hypotheses (complementary to each other but also alternatives) provided that the methods of presentation referred to in art.6 are respected.
Can a professional firm constituted in the form of a limited company participate in the competition? Even a foreigner?
A professional studio (Italian or foreign) constituted in the form of a limited company has legal personality, so it can participate.
I am part of the committee of an association that would be interested in participating in the call for ideas, but I am already participating independently from the association. Would this result in the exclusion of both or would it be compatible with the participation criteria?
The art. 4 of the Guidelines states that it is not possible to be a proposer of multiple proposals, therefore the same organization cannot be part of multiple applications.
The association cannot participate only if you are a legal representative of the association. Otherwise, there is no conflict and the proposals will both be considered.
We are multiple professionals who are developing a proposal together, each with their own VAT number. Can we participate by indicating a leader and then the participants, or do we have to form a temporary association with legal personality?
To participate you must have legal personality, so a VAT number alone is not sufficient.
Can a group of professionals, each with a personal VAT number, participate by attaching a "Declaration of commitment to establish a Temporary Association of Professionals" document if they are awarded the competition?
To have a legal personality is a preliminary requirement for the presentation of your project, therefore to send your application you must possess it.
How many boards are required?
As per art. 6 of the regulation, the documents to be delivered are:
-“Idea Prospectus” with the predefined layout (Exhibit 6 “Idea Prospectus Template”), summarising the entire proposal, prepared according to the conditions described in Exhibit 5 “List and description of materials for participation”
-“Technical Report” of the idea submitted (a maximum of 20,000 characters, spaces included, in PDF format) organized as shown in exhibit 5.
Are available CAD drawings or other materials with scale?
The material is available for download in the official site, in the “Maps, materials and statements” section. No CAD or other vector format surveys or plans are available.
As explained in articles 2 and 6 of the guidelines, the aim of the competition is to collect proposals and ideas for the development of the area. The development of an architectural layout is not expressly required.
Do existing buildings need to be maintained or can they be demolished?
Regarding the maintenance or otherwise of the existing buildings, maximum freedom is left to the participants with the only exception of the maintenance of the church, as per art.2 letter b) of the guidelines.
Please remember that the choices made must be appropriately justified within the “Technical Report”.
Regarding the area of intervention, should we refer to the area indicated in yellow in Attachment 1 “Floor plans indicanting the area” or to the one in red in Attachment 3 “Town planning certificate of the area”?
The area of intervention is the one marked out in yellow in Annex 1 “Floor plans indicanting the area”.
The red perimeter contained in Annex 3 “Town planning certificate of the area” refers to the area within which the urban planning regulations certified by the document itself are applied. Therefore it is not indicative of the area interested by the competition.
In order to detail the proposal, we ask if it is possible to have the floor plans of the buildings or, alternatively, a list or description of the uses currently in place (classrooms, rooms, bathrooms, refectories, kitchens, laboratories, etc.) and related surface dimensions.
Building plans are not available. We remind you that the purpose of the Call for Ideas is to promote reflection on the possible transformations of use of this place,
thus highlighting the general potential.
In the preparation of the proposal it is therefore not necessary to define a detailed architectural layout also because it will not be possible, in this first phase, to add technical tables or other material to the requested documents (art. 6 of the Regulation).
Is it possible to build within the area?
Is possible to build, as well as demolish and rebuild (even in a different configuration than existing buildings). However, it is required to consider the indications of art.1 of the Guidelines (including the maintenance of the church) as well as the particular sensitivity of the promoter regarding soil consumption.
In the section 3 “Proposal” of the Idea Prospectus, project renderings are indicated as not required. So renderings are prohibited? We want to include a project rendering in the table because it is functional for communicating the project strategy and we ask ourselves whether or not it is a cause of exclusion
Renderings are possible; the regulation indicates that they are not required and therefore they are not mandatory. If they are functional to the communication of the proposed idea, their inclusion will not be a cause for exclusion.
Please remember that the objective of the Ideas Competition is not the collection of design-architectural proposals, but the identification of ideas from which it is possible to imagine a refunctionalization of the complex of the former San Massimo seminary.
